How to use this guide
Water problems in Northeast Pennsylvania are not random. They follow the rock under your house, the age of the pipes around it, and whether your water comes from a utility or your own well. This guide walks through every issue we test for, in plain English. For each one you will find: what causes it, how to spot it, an honest answer on whether it is a health issue or a nuisance/cost issue, and how it is fixed.
One promise before we start: we will not exaggerate. Most water problems here are annoying and expensive, not dangerous. A few are genuinely serious — and every one of those is invisible, which is why testing beats guessing.
First: the two water worlds
Everything in this guide depends on one question — where does your water come from?
- City (municipal) water: a utility treats it, tests it, and publishes the results every year. What goes wrong usually happens after treatment — in aging mains or in your own home's plumbing.
- Private well: no utility, no testing, no report. In Pennsylvania, private wells are unregulated — the homeowner is the water company.

Part 1 — What the rock does (region-wide, geological)
Hard water
Water hardness is measured in grains per gallon. Think of it like this: hard water carries dissolved rock — calcium and magnesium picked up from carbonate rock like limestone. The more rock it carries, the more it leaves behind: on your dishes, in your pipes, on your skin. The Lehigh Valley sits on limestone and dolomite, which is why it has some of the harder water profiles in Pennsylvania. The anthracite valleys are a different story: Scranton and Wilkes-Barre municipal water is officially soft (roughly 1.5–3 gpg per the utilities' own reports), and hardness up here is mostly a well-water issue in specific groundwater districts — Abington-area wells, for instance, test anywhere from 7 to 29 gpg.
You will notice: white crust on faucets, spotted glasses, soap that won't lather, dry skin, stiff laundry, and water heaters that rumble and die young. Scale is the killer — a thin layer of it on a heating element works like a blanket, forcing the appliance to burn more energy for the same hot water.
Honestly: hard water is a cost and comfort problem, not a health problem. It is completely safe to drink. What it costs you is real, though — appliance life, extra soap and detergent, plumbing repairs, and energy wasted by scaled heaters add up year after year in a genuinely hard-water home.

Iron and manganese
These natural metals dissolve into groundwater from rock — and in the coal region, from old mine workings. Dissolved iron is invisible in the glass. The moment it meets air, it turns to rust — which is why the evidence shows up on your tub, toilet, and laundry instead of in the water itself. Manganese does the same trick in black.
You will notice: orange or brown stains, black specks around fixtures, a metallic taste, and laundry that never quite comes clean.
Honestly: at the levels most NEPA wells see, iron and manganese are staining and taste problems — EPA classifies them as "secondary" contaminants at typical concentrations. One important caveat: manganese also carries an EPA health advisory at 0.3 mg/L (stricter for infants under six months), so a well that stains heavily black is worth an actual number, not a shrug. Acidic (low pH) water
pH measures acidity on a 0–14 scale; 7 is neutral. Pocono geology — shale and sandstone instead of limestone — tends to produce well water below 7. Water like that acts like a very weak vinegar: it slowly dissolves the copper pipes it flows through.
You will notice: blue-green stains under drips (that color is your own pipes, dissolved), a faint metallic taste, and — years later — pinhole leaks.
Honestly: the acidity itself will not hurt you. The concern is what corrosive water picks up on the way to your glass. If any lead solder or old brass is in the plumbing, low pH is what moves that lead into the water. That combination is the real reason to fix acidic water, beyond protecting the pipes themselves.

Hydrogen sulfide (the rotten-egg smell)
A gas produced when harmless bacteria react with natural sulfur in groundwater. Your nose detects it at astonishingly low levels — a little goes a very long way.
Honestly: at home-well levels it is harmless but miserable. You smell it far below any concentration that could matter. It ruins coffee, showers, and guests' first impressions — that's the damage. If the smell comes only from hot taps, the culprit may be a single water-heater part, which is a cheap fix.

The coal legacy: acid mine drainage
Lackawanna and Luzerne counties sit over a century of anthracite mining. Rain and groundwater moving through old tunnels and rock piles can pick up iron, manganese, sulfates, and acidity — the orange-stained creeks you see around the region are the visible version.

Part 2 — What the pipes do (infrastructure & municipal)
Lead
Here is the most important sentence in this guide: lead almost never comes from the water source — it comes from the pipes. Old lead service lines, lead solder (legal until 1986), and older brass fixtures can all shed lead into water on the last stretch of its journey — inside your own home. You will notice: nothing. Lead has no taste, color, or smell. The age of your house, not the look of your water, is what decides whether to test. Corrosive (low-pH) water makes things worse, because it pulls more metal from the pipes.
Honestly: this one is a genuine health issue — EPA and CDC agree there is no known safe level of lead for children. Chlorine and disinfection byproducts
Utilities add chlorine so water arrives free of germs — one of the great public-health wins of the last century, and we mean that. The trade-offs: the pool taste, and the small amounts of byproducts (called THMs and HAAs) formed when chlorine reacts with natural organic matter. EPA limits those byproducts, and utilities must stay under the limits.
Honestly: chlorinated tap water is safe tap water. The taste is a comfort issue. Byproducts are regulated because long-term exposure at high levels matters — which is why the limits exist and are enforced. Aging distribution systems
Parts of NEPA drink through some of the oldest water mains in Pennsylvania. Old mains shed rust and sediment, break more often, and trigger boil-water advisories when pressure drops (a pressure drop can let untreated groundwater into the pipe, so the advisory is the utility being properly careful).
Honestly: mostly a nuisance — brown water after a main break clears in hours, and grit is hard on fixtures, not on you. A point-of-entry sediment filter keeps the grit out of your plumbing permanently.
Part 3 — The invisible ones (emerging & well-specific)
PFAS — the "forever chemicals"
PFAS are man-made chemicals used for decades in non-stick coatings, waterproofing, and firefighting foam. They do not break down — they accumulate, in water and in people. They have no taste, smell, or color.
Where the rules stand: Pennsylvania set enforceable limits for PFOA and PFOS in 2023, and those apply today. EPA's stricter 2024 federal limits are still being phased in — with 2026 proposals to extend the utility compliance deadline to 2031 and drop the limits on four lesser-studied PFAS. Because the federal numbers are actively evolving, check the current figures at EPA's PFAS page rather than trusting any hard-coded number — including ours.
What you can do: on city water, your utility now tests for PFAS — the results are in your annual Consumer Confidence Report. On a well, only a lab test answers it. Nitrates
Nitrate seeps into groundwater from fertilizer, manure, and septic systems — the agricultural fringes of the Lehigh Valley and farm-adjacent wells are the local case. It is invisible and tasteless.
Honestly: for most adults, moderate nitrate is not an emergency. The serious, well-documented risk is to infants under six months: high nitrate interferes with how a baby's blood carries oxygen. Bacteria, radon, and arsenic — the well-owner's short list
Pennsylvania is one of the few states with no private well regulations at all. Nobody tests your well but you. Three things worth knowing:
- Coliform bacteria / E. coli — can enter a well after storms, snowmelt, or a failed cap. No taste, no smell. An annual test is the recommendation from both PA DEP and Penn State Extension. UV disinfection is the chemical-free fix — with one catch worth knowing: UV needs clear water to work, so sediment, iron, and hardness have to be treated ahead of it. - Radon in water — a naturally occurring gas; in water it matters mostly because it escapes into household air. Testable, treatable with aeration.
- Arsenic — occurs naturally in some PA groundwater. Invisible, tasteless, testable, and treatable with specific media.

The honest summary
- If you can see or smell the problem — stains, scale, sulfur, chlorine — it is almost certainly a nuisance and cost issue. Fix it for your wallet and your comfort, not out of fear.
- The genuinely serious issues are invisible — lead, bacteria, nitrate, PFAS. Every one of them is answerable with a test.
- On city water, read your CCR and mind your own plumbing. On a well, you are the water company — test annually.
