Lead in drinking water: what every parent in an older home should know

NEPA's housing stock is one of the oldest in America — beautiful pre-war doubles in Scranton, row homes in Allentown, Victorians in the boroughs. If your home was plumbed before 1986, this page is for you. Not to scare you: to hand you the one test that settles the question for good.

The single most important fact

Lead almost never comes from the water source. It comes from the pipes the water travels through — specifically the last stretch, inside and under your own home. Your utility treats and tests the supply; its responsibility ends at your property line. The service line, the solder joints, and the fixtures are yours. That is not a flaw in the system — it is just where the question lives, and why no utility report can answer it for your house.

Why 1986 is the magic year

Until 1986, plumbers joined copper pipes with solder that was roughly half lead — it was standard, legal practice, and it is in the walls of most homes built before then. The federal ban took effect that year. Older still: homes from before roughly the 1940s may have lead service lines — the pipe connecting the house to the main made of lead itself.

NEPA's beloved housing stock — the Scranton doubles, the Allentown rows, the borough Victorians — mostly predates 1986, and much of it predates 1940. That is not a reason to fear your house. It is a reason to spend one test learning what your plumbing does.

Why corrosive water makes it worse

Lead in a pipe stays in the pipe — until something dissolves it. That something is corrosive water: water with low pH, which acts like a very weak vinegar on metal. This is why the lead question and the acidic water question belong together, especially for Pocono well homes with older plumbing: neutral water plus old solder is usually a quiet coexistence; acidic water plus old solder is the specific combination that moves lead into a glass.

Why we say "test, don't guess" — in both directions

You cannot see, taste, or smell lead in water. That cuts both ways: perfect-looking water can carry it, and plenty of old homes test completely clean — solder joints vary, water chemistry varies, and many older systems have built up mineral coatings that keep the lead sealed away. The test is cheap, done once, and it replaces a permanent background worry with a fact.

We state that because the agencies state it — that is the entire basis for taking this seriously, and it is enough.

If lead shows up: the proven playbook

  • Right away, and free: use only the cold tap for drinking and cooking, and flush after water has sat overnight — 30–60 seconds clears interior plumbing, but if the home may have a lead service line (pre-1940s), run it 3–5 minutes so you're past the line itself, not just the last few feet. Hot water dissolves more lead — never use it for formula or cooking.
  • At the drinking tap: a reverse osmosis system or a filter certified to NSF/ANSI 53 for lead. This is the workhorse fix — it protects the water your family actually drinks, at a fraction of repiping costs.
  • At the house level: if your water is corrosive, an acid neutralizer treats the cause — it stops the water from pulling lead (and copper) out of the plumbing in the first place.
  • The permanent fix: replacing the lead service line or re-plumbing — the right long-term answer where a service line is confirmed. Ask your utility: EPA's 2024 Lead and Copper Rule Improvements require water systems to inventory their service lines and replace lead ones — most by 2037 — so every utility now maintains a public inventory and a replacement plan you can check your address against.

The honest bottom line

If your home predates 1986, test once. Most likely outcome: a clean result and a closed question. If anything shows up, the fixes are proven, affordable, and immediate. Either way, you trade an invisible worry for a known answer — which is the whole business we think water companies should be in.
