If you're on city water
A utility — Pennsylvania American Water, Lehigh County Authority, the City of Bethlehem, a borough system — pulls water from a river, reservoir, or wells, treats it, disinfects it with chlorine, and tests it constantly under EPA and PA DEP rules. Every year it must publish the results in a Consumer Confidence Report anyone can read.
What the utility is responsible for: the source, the treatment plant, and the mains — up to the point where the service line meets your property.
What you are responsible for: everything after that. And that last stretch matters more than people think:
- Lead lives in old service lines and pre-1986 solder — inside the part of the system the utility never sees. The water can be perfect at the main and still pick up lead in the last fifty feet.
- Chlorine taste is the delivery system doing its job. Removing it at your house (with carbon filtration) is your call, not the utility's.
- Hardness is usually left in by design — utilities are not required to soften water, and in limestone country they deliver it hard.
If you're on a well
Pennsylvania has more than a million private wells and almost no rules about them. No agency tests your water. No standard applies to it. No report arrives in the mail. You are the water company — the source manager, the treatment plant, and the quality lab.
That is not a scare line; most NEPA wells produce good water. It just means the checklist is yours:
- Test annually. Penn State Extension and PA DEP both recommend a coliform bacteria test every year, plus periodic checks of pH, iron, nitrate, and total dissolved solids. Bacteria has no taste or smell — the calendar, not your senses, is the trigger.
- Watch for change. New cloudiness after storms, a new smell, a new stain — wells announce their problems through change. Sudden cloudiness after rain can mean surface water is reaching your well, which deserves a bacteria test.
- Treat to the test. Well treatment is not one-size-fits-all: iron filtration, acid neutralizing, softening, UV disinfection — the right train depends entirely on your numbers.

The honest bottom line
Neither system is "better." City water is verified but travels old infrastructure and arrives chlorinated. Well water is fresh from the ground but completely unverified until you test it. In both cases, the fix for uncertainty is the same and it is free: measure what is actually coming out of your tap.
