The mindset shift
On city water, a utility tests, treats, and answers for your water; on a well, all of that transfers to you at closing — and in Pennsylvania, uniquely, with almost no rules attached. No statewide well construction standards, no required testing, ever. Penn State's studies find roughly half of PA wells fail at least one drinking-water standard, usually without the owner knowing. None of that makes well homes a bad buy — mountain water is often excellent. It makes the pre-purchase test the single highest-leverage step in the transaction.
What to test before closing
Order this through a state-certified lab, and write it into your offer as a contingency, exactly like the inspection:
- The safety panel: coliform bacteria and E. coli, nitrate, nitrite, and lead. These are the invisible, health-relevant readings — and the ones loan programs care about.
- The house-protection panel: pH (low pH quietly eats copper plumbing — the signature Pocono issue), iron, manganese, hardness, and TDS. These rarely block a sale, but they price the treatment the house needs.
- The once-ever extras: radon-in-water (a genuine Pennsylvania issue) and arsenic. Cheap to add while the lab is already working.
If your loan is FHA or VA
- VA: testing is required. The water must meet the local health authority's standards — or state/EPA standards where none exist — and the sample must be collected by a disinterested third party: a health official or certified lab, never the buyer, seller, or either agent. Results are valid for 90 days, so time it against your closing date.
- FHA: testing is required when the local jurisdiction mandates it, when contamination is suspected, or when the lender requires it — many do as policy. FHA also applies well-location standards for new construction: at least 50 feet from a septic tank, 100 feet from the drain field, 10 feet from the property line.
- Typical pass thresholds: zero coliform, nitrate under 10 mg/L, nitrite under 1 mg/L, lead under 15 ppb (EPA's newer lead rule tightens the benchmark to 10 ppb from 2027, so expect lenders to follow).
Walk the wellhead: five red flags
- A damaged or loose well cap — the front door for insects, rodents, and surface water.
- Casing flush with (or below) the ground — modern practice extends it well above grade so runoff can't pool over the well.
- Ground sloping toward the well — drainage should carry water away from the casing, not to it.
- Septic components uphill or close by — pace off the distances; the FHA numbers above are a sensible yardstick for any buyer.
- No records. Ask the seller for the well's depth, age, pump history, and any past test results. Silence isn't disqualifying — but it means your test is the only data that exists.
Decoding the basement equipment
Treatment gear in the basement is a good sign, not a warning — it means a previous owner measured something and fixed it. The common lineup:
- Two tall tanks, one with a brine bin: a water softener (the salt bin gives it away).
- A single tall tank that gets refilled with white mineral: an acid neutralizer — the Pocono staple for low pH.
- A tank with a small air pump or head valve: iron/sulfur air-injection filter.
- A glowing metal tube: UV disinfection — ask when the lamp was last changed (they're annual).
- A small tank + faucet at the kitchen sink: reverse osmosis for drinking water.
Ask for service records, and have the system looked over after closing — inherited equipment is usually fine, occasionally neglected, and always sized for the previous owner's water use, not yours.
After closing: the whole job, in one paragraph
Test for bacteria and nitrate every year (spring is best), keep any treatment equipment maintained, and retest after floods or any change in taste, smell, or clarity.
